Prime Minister of Russia Dmitry Medvedev following the meeting with government members on 10 November 2017 instructed the Ministry of industry and trade, Ministry of Finance, FNS, FCS and FSB to prepare projects on creation of system of marking of goods.

"The Ministry of industry and trade (Denis Manturov), the Ministry of Finance (Anton Siluanov), the Federal tax service of Russia (M. V. Mishustin), the FCS of Russia (V. I. Bulavino), Federal security service (Alexander Bortnikov), with the participation of the state Corporation for promoting development, manufacturing and export of high-tech industrial products "rostec" to develop and submit to the government of the Russian Federation in the established procedure the draft of the concept on creation in the Russian Federation system of marking of goods with control (identification) signs until 2024 and its implementation plan, including measures for the traceability of the movement of all product groups in the Russian Federation", — said the press service of the government.

Medvedev also instructed the Ministry of Finance in the preparation of the draft Federal law "On the labeling of goods with control (identification) signs in the Russian Federation" and also amendments to the draft Federal law № 229463-7 "On amendments to certain legislative acts on compulsory marking of goods with control (identification) signs in the Russian Federation" provide for granting the government the authority to determine basic requirements for the establishment and operation of the designation system.

In addition, FNS and the FSB is tasked with establishing a marking system to ensure the development of standardized coding rules of the information about the product in the control (identification) mark (code structure, method of formation, format), including the rules of cryptographic security code.
