The main issues discussed at the meeting were the results of the system restore agricultural insurance in 2019 after a change in legislation and the introduction of the Ministry of agriculture for more incentives to farmers, the campaign of insurance of winter crops and prospects for further improvement in the terms of insurance protection for farmers. The Ministry of agriculture and NSA have exchanged opinions in connection with the concerns of both parties regarding the adequacy of the insurance coverage selected by farmers in several regions to the actual risk profile of agriculture in the regions of Russia. The subject of the meeting was the prospects of implementation in Russia the index of crop insurance.

"A separate topic of the meeting was the status of agricultural insurance in the far East, previously discussed at the selector meeting in the Ministry on the same day – said the President of the NRA of the Roots of biggov. – Despite a three-fold increase in insured acreage in the current year compared to the same period last year, 94% of the victims of the floods crops were not insured. Deputy Minister E. V. fastova endorsed the proposal by the NSA on a joint study of the possible introduction of a separate insurance regime for the Far East in areas with high flood risk".

According to NSA, the insurance of spring crops, summarize the first 7 months, confirmed the trend to the active recovery of the agricultural insurance market. The size of the insured acreage of spring crops, increased 5-fold, from 0.5 million ha to 2.8 million ha. In the insurance with state support of farm animals was also observed a pronounced positive dynamics: the number of insured livestock increased by 25% (from 2.5 to 3.1 million heads).

"The further development of agricultural insurance in Russia will depend on qualitative improvements in the system – develop additional insurance programs, increase the availability of insurance protection for small and medium-sized businesses, the use of innovative methods to improve procedures. Agricultural insurance should be one of the main risk management tools in agriculture, the use of which should be interested landowners and agencies agriculture of the Russian Federation", – stressed Roots of biggov.

From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers. Insurance companies, who are members of NSA do not have the right to enter into contracts of insurance with state support. The creation of a centralized system of agricultural insurance in the Russian Federation is provided by Federal law 22.12.2014 No. 424-FZ on amendments to the Law "On state support in agricultural insurance..." №260-FZ.

From March 1, 2019 to the Law "On state support in agricultural insurance..." №260-FZ introduced changes aimed at increasing flexibility of conditions of crop insurance for farmers.
