A meeting on this issue held on September 17 in the Ministry of agriculture of Russia, Deputy Minister of agriculture of the Russian Federation Maxim Uvidav, as well as the Director of the veterinary Department of the Ministry Maria Novikova. In addition to representatives of the Federal authorities and Executive authorities of subjects of the Russian Federation, representatives of Federal state budget institution "veterinary Center", attended by heads of industry associations breeders: the head of National meat Association Sergey Yushin, CEO of the National swine Union Yuri Kovalev, and others.

Discussed practical aspects of legal regulation of measures for the prevention and elimination of ASF. During the meeting, the President of NSA pointed out a number of contradictory provisions in documents such as the Decree of the RF Government dated 26.05.2006, No. 310, "Rules of animals alienation and withdrawals of livestock products at liquidation of foci of particularly dangerous animal diseases" and Veterinary regulations. Noting that in some cases the reading of these documents is ambiguous, the Roots of Beidou proposed to make changes in their formulations and to regulate the responsibility of the regions to implement the mandatory seizure of animals in the epizootic hearth, to impose deadlines for action when identifying the source of dangerous diseases.

"According to the NSA, epizootics are a major risk to the livestock industry of Russia: in the period from the introduction of state insurance of animals in 2013 and 2018, payments for animal health account for almost 98% of all insurance payments that farmers received for this type of insurance."

From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers. Insurance companies, who are members of NSA do not have the right to enter into contracts of insurance with state support. The creation of a centralized system of agricultural insurance in the Russian Federation is provided by Federal law 22.12.2014 No. 424-FZ on amendments to the Law "On state support in agricultural insurance..." №260-FZ.

From March 1, 2019 to the Law "On state support in agricultural insurance..." №260-FZ introduced changes aimed at increasing flexibility of conditions of crop insurance for farmers.

From 2018, the NSA represented in the Permanent epidemic Commission of the Government of the Russian Federation.
