The document approved by Order of the Ministry of agriculture of the Russian Federation No. 667 of December 2, 2019 and issued on 9 Jan.

This plan is approved annually and contains a list of the agricultural objects – types of crops and animals and fish, the risks of cultivation of which it is possible to insure this year with the support of the state. The document also approved for each subject of the Russian Federation and for each group, rural infrastructure subsidy rates required to calculate the subsidy to be transferred from the budget to pay insurance policy for their insurance with state support. The rates take into account the possibility of selection of individual risks and the level of participation of farmers in risk (the level of the insurance deductible in the contract).

"This year, as in the previous year, farmers will be able to insure the conditions of the grant, all major groups of crops – cereals, pulses, oilseeds, technical, fodder, melons, vegetables and potatoes, and planting of perennial plants (such as harvest and planting). Just the list in terms of agricultural insurance includes 82 species or groups of species of plants, production risks which can be insured in case of occurrence of natural disasters or epidemics, – says the President of the National Union of agricultural insurers the Roots of biggov. Farmers can insure against the risks of natural disasters, fires, and epizootics of large and small cattle, pigs, poultry, horses and other farm animals, as well as families of bees. According to the NSA, a new Plan of agricultural insurance in General, based on established practice. Compared to a similar Plan last year, it is noted the adjustment of the subsidy rates for some types of crop insurance for certain regions, also this year expanded coverage of the fish.

According to the Federal law No. 260-F3 "On state support in agricultural insurance", in Russia in the framework of a centralized system the government provides support to risk insurance of crop, livestock and commercial aquaculture. From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers.

In 2018, the Law "On state support in agricultural insurance..." №260-FZ changes were made, the purpose of which were the flexibility and the diversity of conditions present. The law came into force on 1 March 2019.
