Relative indicators at the beginning of June saying that in some areas of the South of Russia has decreased the rate of crop development. So, in the West of Krasnodar region deviation amount to 10-20% of normal. Almost the entire territory of the Crimea Peninsula developmental cultures reach 20-30% from the norm, in Nizhnegorsky area, this figure reaches 30%. The worst situation in the Stavropol region. Here throughout, with the exception of the Krasnogvardeisky district, the growth rate of the cultures behind the norm by 20-30%, in Turkmen and blagodarnenskogo areas this share even exceeds 30%.

The reason for the relatively weak performance of crop development could be the low level of moisture in the soil, which was noted in the spring and continued to occur in the first week of June. At the rate of 35-40%, in the Crimea this indicator amounted to 10 to 20%. The Stavropol and Krasnodar region, with the exception of the South-Eastern districts of the Kuban, indicators of moisture in the soil amounted to 15-25%.

"According to available forecasts, in the next 2 weeks, the situation in Crimea and Krasnodar, and also, perhaps, some areas of the Stavropol region will change in a favorable direction due to the expected rainfall, – said the President of the NRA of the Roots of biggov. This can improve the prospects for the yield of spring crops in the South of Russia as a whole, but for individual farms, there is a high risk of loss of the crop: first, not all areas can get a sufficient amount of precipitation, and secondly, expectations about possible variations of the background temperature indicate the increased probability of formation of hail".

In may in the Krasnodar region was declared a state of emergency due to frost damaging an ovary of fruit plants. In addition, due to the abnormally warm winter months, the lack of precipitation and frost in the spring, farmers have suffered losses – damaged more than 50% of the area of winter sowing. Evaluation of the administration of Kuban, the area of the dead of winter crops amounted to 53 thousand hectares, 850 hectares of crops have been damaged partially. As reported at the meeting with the President of Russia Vladimir Putin in may 2020, the Minister of agriculture Dmitry Patrushev, in 2020 in the Krasnodar region can be expected to decrease crop yields up to 30%.

NSA notes that under the harvest 2020 in the region is insured, i.e. 73.7 thousand hectares of grain crops. Insurance given the vulnerability of the majority of the Kuban agricultural producers, the Union appealed to the Governor of Krasnodar Krai Veniamin Kondratyev with a proposal to support farmers – provided for further expansion of insurance coverage.

According to the Union, in insurance contracts on the conditions of state support in Krasnodar Krai for the first 4 months of the insured 2020 48 thousand hectares of spring crops, is 61% higher than for 4 months of 2019.

According to the NSA, for the entire period of the law on state support in agricultural insurance from 2012 to the current period of insurance agricultural producers of Krasnodar region received from the insurance companies RUB 3.4 bln of insurance payments.

According to the Federal law No. 260-F3 "On state support in agricultural insurance", in Russia in the framework of a centralized system the government provides support to risk insurance of crop, livestock and commercial aquaculture. From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers.

In 2018, the Law "On state support in agricultural insurance..." №260-FZ changes were made, the purpose of which were the flexibility and the diversity of conditions present. The law came into force on 1 March 2019.
