The meeting participants reviewed the current situation in agricultural insurance. The President of the NRA of the Roots of Beidou reported on the preliminary results of the insurance organization of the spring sowing. Despite the fact that in the spring in many regions acted coronavirus limitations, the number of insured crop farms has increased by 71%, concluded on the basis of state contracts of crop insurance – 58% of insured area by 25%. As of July 1, insured 2, 6 million hectares of cultivated areas in 48 regions of the Russian Federation.

Achieved the agreement to intensify advocacy work with the regions on organization of insurance in preparation for autumn sowing. While considerable attention will be given not only to clarify the conditions of agricultural insurance, but also the analysis of practice of use of insurance instruments, both at the regional and at the Federal level.

A separate issue was the preparation of amendments to the law on agricultural insurance, necessary for the speedy implementation of the task of broadening coverage insurance to protect the farmland and facilitate crop insurance for farmers. The sides discussed the main directions of proposed changes to legislation and planned cooperation of the Ministry with the Union for the development and expert discussion.

According to the Federal law No. 260-F3 "On state support in agricultural insurance", in Russia in the framework of a centralized system the government provides support to risk insurance of crop, livestock and commercial aquaculture. From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers.

In 2018, the Law "On state support in agricultural insurance..." №260-FZ changes were made, the purpose of which were the flexibility and the diversity of conditions present. The law came into force on 1 March 2019.
