State Duma Deputy from the Communist party, Alexander Potapov has submitted to the lower house of Parliament, the draft Federal law, which will allow Russia to begin to address the current problems of Donetsk and Lugansk national republics.

The law is called: "On urgent measures for the support of the population of Donetsk and Lugansk regions of Ukraine, suffering from a humanitarian catastrophe as a result of actions by the Ukrainian troops.

The first thing the Russian Communists offer to help agriculture Donbass.

"The government of the Russian Federation to immediately assist in the selection of fuel, planting materials and machinery in an agreed amount for carrying out agricultural activities in the affected areas", - said in the first paragraph of the bill.

In addition, the MP proposed to solve the housing problems of people affected by hostilities. For this, Alexander Potapov proposes to establish a dispatch to the Donbass construction trailers. According to the Deputy-Communist regions could take patronage over the affected regions of the South-East of Ukraine, and by agreeing to work with the Russian Government, identifying sources of funding, to engage in the reconstruction of the destroyed infrastructure of both republics.

In addition, Potapov offers in the shortest possible time in Russia to create the conditions most favourable conditions for goods that will be produced on the territory of Donbass.

"The adoption of the proposed bill is not only an act of humanity and goodwill gesture in the direction of the brotherly people of Donbass, but will openly declare to the world our position in relation to the actions of the USA and NATO countries, to move from humanitarian assistance to a broad economic recovery support operation of Donbass, to unite all progressive forces in the struggle against the revival of fascism in Europe on the eve of the 70th anniversary of the Victory over Germany in the great Patriotic war", - stated in the explanatory note to the document.

The money for these initiatives is the Deputy Potapov proposes to take from the Russian budget, from the part that provides for expenses in the event of emergency situations of natural and technogenic character, "as well as the threat of hostilities and assistance to the civilian population".

According to estimates most Potapova, such assistance at the Donbass needs about 5 million people.
