Zlochevsky said that in RGU complaints from sellers of grain to the state Fund for the inability to exercise the right to repurchase - which is recorded in the contracts.. "In particular, has addressed one of the companies of the Crimea, which fall sold in the state Fund grain and now decided to buy it back, but was refused", he says.

The grain was sold to the Fund 6550 rubles per ton. Currently on the market could be sold more expensive, the price of wheat of 3 class more than 9 thousand rubles. "It turns out that the government deceived the peasants who sold grain on the cheap in the expectation that prior to sowing will buy it and sell on more favorable terms," - stated Zlochevsky.

The press service of the "United grain company (UGC, state agent for disposition of the grain intervention Fund) argue that the repurchase of grain may be held only in accordance with the government Directive, which has not yet been reported.

Arkady Zlochevsky, any waiver sellers of grain can be caused by the decision on the allocation of Moscow and Moscow region from the state Fund and 305 400 thousand tons of grain, respectively. Repurchase of grains from the intervention Fund is aimed at farmers who sold grain to the state, could take advantage of the improving conditions, and bought the grain from the Fund, to sell it at a lower price.

Right of repurchase of grain harvest in 2013 from the state intervention Fund in the past year used the 116 companies that bought 229 thousand tons of grain purchased from government 536 thousand tons.

Since the start of trading in this season (30 September 2014) the state purchased the intervention Fund 490,3 thousand tons of grain (3,53 billion).

The mechanism buy back grain was piloted in 2012. But then the peasants bought only about 10 thousand tons. In 2014, the term of the buyback was increased in the month (January to June). This was done to ensure that the farmers can get additional income from increased grain prices.
