In the Russian popular front (onf) urge the Ministry of agriculture to a more rational approach to spending of budget funds. More than 4 billion rubles under the state Program of agriculture development for 2016-2020 year, the Ministry of agriculture intends to spend on building in the countryside 30 major cultural centers to 4.18 thousand places. Thus, the cost per centre will cost 130 million rubles., and in one place it is 950 thousand rubles.

Experts onf has estimated that the cost of repairing the existing institutions (clubs, recreation center, etc.) in the villages ranges from 3.5 to 6-8 million rubles, while the new culture house will need a 20-40 times more money than the restoration of the old club. Experts onf offer the agriculture Ministry is not to build such a huge expensive cultural centers, and to spend funds provided by the state program for restoration of old or organization typical cultural and leisure spots.

"Not all the settlements, the problem lies in the lack of home culture. Somewhere there is a suitable room, but no modern equipment, somewhere in the old building needed major repairs, and, for example, 2 million rubles could contribute to solving problems.

In order for the CPF program really helped the development of cultural activities in rural areas, requires the active participation not only from the state, but also on the part of the villagers. The Ministry of agriculture of Russia, for example, has a program of grant support for local initiatives in which they themselves rural residents can apply for the improvement of their village.
