According to the Minister of agriculture of the Russian Federation, the initiative to create this cluster came from the Governor Nikolay Tsukanov, and it will be supported at the Federal level. One of the main tasks – to replace the Russian market for Polish apples.

"It is necessary to create effective production of apples and other fruit, vegetables that could be put primarily on the markets of the Russian Federation. By and large - to replace Polish apples. Here a similar climatic zone, logistics, infrastructure. The Federal government, the Ministry of agriculture will actively help the Kaliningrad region in its endeavors," said Alexander Tkachev in an interview with the media after the meeting with the Kaliningrad farmers. "We will be able with this task to cope", - said Nikolay Tsukanov, Recalling that the region is already rapidly growing, industrial gardening.

Today the total area of such gardens in the Kaliningrad region already exceeds 317 hectares. To the level of 2013, when it was planted the first gardens of intensive type, it increased 15 times. The most active orchards was conducted in autumn last year, when it was planted about 230 acres. This year it is planned to lay about 250 hectares.

The development of commercial horticulture in the regional budget of 30 million rubles, more than 19 million will be allocated from the Federal budget. Compared with last year support this industry increased by 30 per cent. From next year, as agreed today by the Minister and Governor, will operate a special program for development of gardening in our region.
