On the introduction of state of emergency in agriculture was announced at a meeting chaired by the acting Governor of the Kaliningrad region Yevgeny Senicheva, which was attended by the Director of the Department of agriculture of the Russian Federation Pyotr Chekmarev, who arrived in the region on behalf of the Minister of agriculture Alexander Tkachev. The decision on introduction of mode CHS, supported by P. Chekmarev, adopted by the Commission for prevention and liquidation of emergency situations and ensuring fire safety of the government of the region.

On the eve of the meeting E. P. Chekmarev Zenichev and visited several districts and visited the fields, flooded with rains. The soil is in a waterlogged condition, which makes it very difficult to harvest.

According to acting Minister of agriculture of the Kaliningrad region Sergei Lutkevich, a critical situation is observed throughout the region.

He also noted that this situation has a negative impact on the preparations for the 2017 crop year. Today, the pace of winter sowing is clearly unsatisfactory. On the current date planted just over 11 thousand winter rape is only 33% of plan. The optimal term of sowing of winter rapeseed and 1 September.

The size of damage that will suffer the region's agricultural sector, will determine a specially created regional Ministry of agriculture Commission. Meanwhile, farmers are already doing some preliminary calculations of the losses incurred. During the meeting the leadership of the region has approached bankers with a request that in the current situation for each borrower in the village used an individual approach.

The representative of the Ministry of agriculture noted that, if necessary, capital experts are ready to advise local farmers in the preparation of relevant documentation for the material support of the Federal center.

"In Russia in General the weather is favorable, a very good harvest, but there are, unfortunately, regions such as Kaliningrad oblast, Smolensk, Pskov, who filled in the rains. The imposition of the emergency situation corresponds to the situation: on the margins of standing water. In these circumstances, harvest is impossible, it can be said, dying eyes", — said P. Chekmarev.

The regional press service stresses that in the current year the Kaliningrad growers for the second time faced with adverse weather events. Winter froze about 50% of winter crops, but the cultivation area has managed not only to preserve but also to increase the level of 2015. The total sown area this year more than 260 thousand hectares.
