Member of the Committee for agriculture and rural development Alexander Shipulin expressed concern about small farmers.

"I'm afraid that to small farms, especially in remote areas, this support will not come. Does not matter be it 10 or 20 billion, because we, farmers, haven't received help in the form of grants. Unfortunately, a very complex system of delivery of humanitarian assistance. For example, "Rosselkhozbank", which was specially created to help rural areas, currently funded mainly big business. Over the last two or three years, the state Bank sharply reduced the volume of small business lending. This problem should be solved first.
In my opinion, it is not prudent to put the money for the construction of new mega-farms or the expansion of the agricultural holdings. Special benefits for our vast rural areas will not bring it. Actually megafermy sharply degrade the environment, besides there's a lot of personnel problems. The demographic situation in our country does not improve".
