Member of the Committee for agriculture and rural development Alexander Shipulin commented on the idea about the formation of a large selection of villages:

"The idea is good and right, because to develop a single hectare in an indeterminate place and without communication with the outside world (no access roads, electricity and water supply, Sewerage etc.) is, I believe, a natural event, and unreasonable, it to anything good will not. People caught in the situation, received the "hectares" and not having the proper infrastructure to make it comfortable to live and work or production, will come to the conclusion that we should sell. To get free, and then sell. And who to sell? Near the Chinese, who really want to get our lands. As a result, may begin expansion on our territory, and it may subsequently have a negative impact on the situation in the far East.

In our country there is a positive experience that has been lost. At the beginning of the last century families with a large number of children and organized farm in the Kuban, in Siberia and in the far East, they settled in new places in order to live there and develop the area.

Proceeding from modern realities of life, the needs of young people, this category of citizens want to bring in the new territory. It is assumed that the young will come to learn far Eastern acres not just for tourism, but to live, to have children and to decide in the first place the demographic problem in the country. And so the youth went there, she had something to offer, she needs to feel attention to themselves. It is necessary to solve social and everyday issues – using the proposed initiatives of the head of the Amur region.

Funding in this case, as in any serious business must go with the Federal funds and taking into account the resources of local authorities. If everything is left only on the mercy of the regions, nothing good happens. It is necessary that the Federation has helped not only morally, but also financially, perhaps to share the duties 50/50 between the Federal and local budgets. In this case, I think the process will be implemented positively".
