Russian President Vladimir Putin signed a law expanding the list of persons entitled to participate in the state purchasing interventions. Now participants of the interventions will become not only agricultural producers, but also the organization and individualne entrepreneurs engaged in its processing.

As noted in the explanatory Memorandum to the bill, the intervention can be carried out in respect of processed agricultural products, including butter, dried and skimmed milk powder.

In addition, from July 1, entered into force a government decree signed by Prime Minister Dmitry Medvedev October 5, 2016, to change procurement rules to the intervention Fund.

The new rules provide mortgage operations through the acquisition of farmers have their products on the stock exchange with the right of repurchase. In accordance with the resolution, at carrying out of mortgaging operations in the contract must be specified the rights and obligations of the farmer to repurchase the products is not more than the volume of its deliveries to the state Fund. The purchase price should take into account the expenses of the state agent for the storage and insurance products, as well as taxes.

The Ministry of agriculture has repeatedly announced that intervention in the market of milk and dairy products for the first time to be held in 2017. They should be held in the season of "big milk" in those regions where the need to balance the price level. In advance, the interventions can involve 12 regions of Russia.
