Russia's agriculture Ministry offered to support the production of mushrooms, including it in the state program of agriculture development for 2013-2020. To motivate investment in mushroom cultivation is expected to expand the concept of greenhouses.

Currently, under greenhouse complexes are facilities for year-round production of vegetables in greenhouses. The Ministry of agriculture proposes to Supplement this definition by buildings, "designed for year-round industrial production of cultivated mushrooms, including compost for their cultivation". Thus, the mushroom will be able to count on reimbursement from the state budget 20% of capital costs (for the Far East – 25%), which today have the right investors in greenhouse projects.

In the explanatory Memorandum to the draft notes that despite the increase in the consumption of fresh cultivated mushrooms in Russia (champignons and oyster mushrooms) to 110 thousand tons, self-sufficiency in these products last year amounted to only 6.4%.
