Putin: to support grain producers in Russia through public procurement

Grain producers in Russia can be maintained through the system of public procurement, based on it it is necessary to think, said Russian President Vladimir Putin on Thursday at a press conference.

 

 

Grain interventions in Russia are traditionally used to stabilize domestic grain prices. However, this year they have not yet been conducted. Deputy Prime Minister Arkady Dvorkovich in late September said that the Russian government considers promotion of export of grain from an economic point of view, more profitable intervention.

"Without a doubt, grain producers need support. It can be implemented in different ways: either through public procurement, I do not think it possible, I wonder, despite the fact that the government believes that it is impractical, it is necessary to think. But certainly, what we agreed with the government, it is the subsidising of rail transportation", — said Putin.

 

He said that can not yet say if there was already a final decision on the subsidies to rail transport. "But it should be taken, and it should work. And this applies to transportation in General and export in particular," — said Putin.

 

In late October the Ministry of agriculture has published a draft government decree, according to which the Railways can receive subsidies in the amount of 2.99 billion for transportation 3.2 million tons of grain from 13 Russian regions to the southern, North Western and far Eastern ports until the end of June 2018.
