Russia has approved an international ban on fishing in the Arctic

The Russian government has approved a draft agreement on the prevention of unregulated fishing on the high seas in the Central Arctic ocean (hereinafter — the Agreement). Today the open sea in the North, no fish, but interested parties have already created a document regulating the process.

As previously reported IA REGNUM, the work on the document is in the format "5+5": the five Arctic countries — the US, Canada, Denmark, Norway, Russia, and the Republic of Korea, Japan, China, Iceland and the European Union.

The parties to the agreement are not sure that fishing in the high Arctic latitudes are covered by ice, in spite of climate change ever become a reality. However, calling it an anticipation of future disagreement, started talking about fishing at the North pole already today.

Under the agreement, commercial harvest will not start until it is confirmed that it does not pose a threat to stocks, including those in zones of Arctic States, and until regulatory measures.

 
The draft agreement envisages cooperation of all parties in research activities in order to deepen knowledge about living marine resources in the Central Arctic ocean and the ecosystems in which they occur.

For the Russian side, of Prime importance is the recognition of the priority of the coastal States in decision-making under the agreement. The Agency has repeatedly stressed that the reserves in the Central part of the Arctic appears not whence, and of the exceptional ekonomzone coastal countries, which, it turns out, already care about preserving these resources:

"Nothing in this Agreement shall prejudice the position of either Party in terms of its rights and obligations under international agreements and its position regarding any matter relating to the law of the sea, including in respect of any items relating to the exercise of rights and jurisdiction in the Arctic ocean", — said in the draft agreement.

The document will be valid for an initial period of 16 years from the date of its entry into force.
