During the seminar, representatives of NSA and major insurance companies Union told about the system of agricultural insurance with state support in Russia, its status and planned developments, taking into account international experience, as well as about the peculiarities of insurance with state support of crops and livestock.

"Belarusian colleagues were interested in the practice of Russia, and also used the NSA international experience in the application of insurance products and proposals for implementation of new insurance programs – said the President of the NRA of the Roots of biggov. – NSA hopes that the information provided will be useful for the insurance industry of the Republic of Belarus if the Republic will decide on amendments to the system of agricultural insurance".

In Belarus, insurance selkhozizdat as insurance, animal and crop production is carried out on a mandatory basis, therefore, under current law, these services are provided only by the state insurance company "Belgosstrakh". According to the Belarusian Association of insurers, insurance policies annually gets about 4 million agricultural enterprises of the country, the coverage of the major insurable crops reaches 97%. The Belarusian farmers pay only 5% of the cost of insurance, the remaining 95% received in the form of state financing from the Republican Fund of support of agricultural producers. In 2016 the volume of insurance premiums under this type of insurance amounted to 32.3 million Belarusian rubles (about 1.1 billion Russian rubles), payment – 37.6 million Bel. rubles (1.3 billion grew. RUB.). In 2017 the amount of premiums for compulsory insurance decreased to 30.2 million Bel. RUB (about 912 million grew. RUB.), payments to 20.6 million Bel. RUB (ROS 602 million. RUB.).

"Meaningful agricultural insurance in Belarus is a way to provide the farmers of the state aid budget with losses from adverse natural conditions, – said the President of the NSA. – But this model has some limitations, and Belarusian colleagues now are studying the question about methods of organization of insurance protection with the use of modern market mechanisms".

Currently, the issue of harmonization of legislation on insurance issued on the level of the Interparliamentary Assembly of the CIS countries, the President said, NSA Roots of biggov. In particular, on 18 October, the question about the model law on state support of agricultural insurance was reviewed by the Commission of IPA CIS on agrarian policy, natural resources and the environment.
