"In 2020, the Chelyabinsk region was a region that had expressed their commitment to active inclusion in the insurance system selkhozizdat on the terms of the state – says the President of the NRA of the Roots of biggov. – The practice of placing contracts of subsidized insurance of crops was not here during the last four years, although the region is government support to livestock insurance. In 2019, the region is among 15 Russian regions with the highest number of insured livestock of farm animals – 205 thousand heads, which is twice more than in 2018. NSA will have a region of support for the organization's risk insurance crop farms."

On January 29 the Minister of agriculture of the Chelyabinsk region Alexey Kobylin said that authorities in the region focused on the development of agricultural insurance in the two sectors: both in crop and in animal production, because "only such a tool can protect farmers from the risk of loss of harvest or livestock due to natural disasters and other unfavorable factors, to maintain the financial sustainability of enterprises". In the period from the introduction of the Federal law No. 260-FZ, from 2012 to 2019 in the region was twice declared a state of emergency because of the drought and waterlogging.

According to the NSA, over the entire period of action of the Federal law "On state support in agricultural insurance..." №260-FZ, in 2012 the total amount received by the farmers of the Chelyabinsk region of insurance payments under insurance contracts selkhozizdat amounted to 240 million rubles.

In 2019 in the region in terms of state support was insured 31 thousand pigs and 9.8 million birds.

According to the Federal law No. 260-F3 "On state support in agricultural insurance", in Russia in the framework of a centralized system the government provides support to risk insurance of crop, livestock and commercial aquaculture. From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers.

In 2018, the Law "On state support in agricultural insurance..." №260-FZ changes were made, the purpose of which were the flexibility and the diversity of conditions present. The law came into force on 1 March 2019.
