The head of the company "Aston" Vadim Vikulov encouraged farmers to abandon the use of the Unified agricultural tax due to the massive abuses in the field of VAT refund. He said this during the panel discussion "the Role and place of Russia in the global food market" in the frame of the second day Forum food security, held in Rostov-on-don.

"A significant proportion of households uses a single agricultural tax, which allows the farmers not to pay VAT and claim his compensation. But, as practice shows, be sure there are some intermediaries who offer the peasants to reclaim VAT, and ultimately, this places a burden on all of our processing industry, because when in the chain of sellers is she an unscrupulous intermediary company, the tax authorities denied perevodchik to refund VAT", - said Vadim Vikulov.

"I would like to encourage colleagues to switch to common taxation system because the regulator has already taken serious measures to identify these unscrupulous companies, and ultimately, farmers will be much lower. To date VAT from agricultural production is 120 billion. When you consider that about 70% of farmers use the UST, it may mean that the peasants and lost about 75 billion rubles, which means that they will disappear and processors".

According to experts in the industry, if the situation does not change, the exporters and producers may have some difficulties, because the status quo is interested in the tax authorities.

"Now comes the automation of VAT, and therefore exporters and farmers who are "sitting" on the UST, serious difficulties are expected, warned the Director of the analytical company "SovEcon" Andrey Sizov. - The exporter is expecting to receive a refund of the VAT if in this chain wormed defaulting supplier, the compensation may not be obtained. The solution could be the adoption of a law that would limit the number of intermediaries in the chain of sellers of grain, experts say.
